The free tier really does two videos a month with a watermark, which is enough to know whether the styling suits your channel. Anybody wanting a timeline and transitions is in the wrong tool.

Bootstrapper is free forever, capped at 2 videos a month, 720p and a Zubtitle watermark. Guru is $19 a month for 10 videos at up to 4K with the watermark gone. Agency is $49 for 30 videos. Annual billing gives two months free, and a custom calculator exists above 30 videos. The count is per month and does not roll over.

A podcaster or coach turning one long recording into a handful of captioned clips each week. Anybody editing daily will want the higher video count or a different tool.
