Webflow gives a designer the CSS box model as a set of panels, so the thing you draw is the thing that ships, with no theme fighting you. Its CMS handles a real content model rather than a blog with extra fields. The learning curve is genuinely steep, and somebody who has never thought about flex or position will spend a week before it clicks.
Starter is free on a webflow.io domain with 2 static pages and 1GB of bandwidth. Basic is $15 a month billed yearly for 300 pages and a custom domain, without the CMS. Premium is $25 and adds the CMS, site search and a bandwidth allowance you pick. Above that, platform plans start at $2,500 a month on an annual contract, which is where the pricing stops being aimed at individuals. Note that the CMS, which is the reason most people choose Webflow, is on the second paid tier rather than the first.
A creator whose site is part of the brand and who has the patience for a week of learning. Anybody who wants a site live this afternoon should be on Carrd or Squarespace.
