The cheaper plan covers fifty thousand banner views a month and the dearer one removes the cap. Policy edits, regulation monitoring and multiple languages separate the two. This produces a document rather than legal advice, and a business with real exposure should still pay a lawyer to read it.

Somebody running one or two sites who needs a privacy policy and a cookie banner that are defensible rather than borrowed, and who wants that for the price of a coffee a month. It suits a small audience and a modest amount of tracking. A business with real regulatory exposure, or one processing sensitive data, should have a lawyer read whatever this generates.
Count your monthly page views before taking Starter, because 50,000 banner views is the limit that matters and a site with any traffic passes it quickly. The three-dollar step to Business also buys the regulation monitoring, which is the part that keeps the document from quietly going stale.
