An agency or in-house team running work past several reviewers who each think their comment was the important one. A solo creator sending a cut to one client will find Frame.io's free tier does the same job for nothing.
The gap between free and $199 is the whole decision, and there is nothing in between. Count your files per month honestly: at six or seven you are better off tightening the process than paying two thousand a year for the difference.
