Running the business
Framer designs a site on a canvas and publishes it in one click, free with 500 credits before Basic reaches $10 a month, which already includes two CMS collections. Webflow gives a designer the full CSS box model as panels, free on a webflow.io domain before Basic reaches $15 a month billed yearly, but that tier has no CMS at all, which only arrives on the $25 Premium plan. Framer is faster to learn; Webflow goes deeper once the week it takes to click has passed.

Design a site and publish it from the same canvas
Framer collapses the gap between designing a page and shipping it: the canvas is the site, and publishing is a button rather than a handoff. For a creator that means a portfolio or launch page that looks designed without hiring anybody. The CMS is real but small, so a blog with hundreds of posts belongs elsewhere.
Our note
Carrd is a tenth of the price and enough for a link page. Framer earns the difference when the site has to grow, has repeated content, or has to look like nobody used a template.
Design a site visually and ship real code
Webflow gives a designer the CSS box model as a set of panels, so the thing you draw is the thing that ships, with no theme fighting you. Its CMS handles a real content model rather than a blog with extra fields. The learning curve is genuinely steep, and somebody who has never thought about flex or position will spend a week before it clicks.
Pick Framer for a portfolio, launch page or small site with repeated content from the start, since even the $10 Basic plan includes a CMS with two collections. It stays friendlier to learn than Webflow, at the cost of a CMS that is real but small.
Choose Webflow when the site is core to the brand and the box model needs to be controlled property by property, and accept a genuinely steep learning curve, a week before it clicks according to its own brief. Basic is $15 a month billed yearly with no CMS; budget for Premium at $25 if repeated content is part of the plan.

Shaded rows are where the two answers disagree and both listings have answered. A row where one side has not stated a fact is left plain, because silence is not a difference.
