Making the work

Running the business
DocHub signs and fills PDFs somebody else made, free for three uses a month, then $8 for Basic. PandaDoc builds the document itself first: proposals with rich media and pricing tables, a content library of reusable blocks, then signs it, free for 60 documents a year and 5 signatures a month, then $19 a seat a month for Starter. DocHub is the cheaper tool for countersigning what arrives in your inbox. PandaDoc is for anybody sending the proposal in the first place.

Sign and edit PDFs with a free plan
DocHub edits and signs PDFs in the browser, which covers the everyday case of filling in a form somebody emailed you without buying a document suite for it. The free plan allows three uses a month of the core features, so an occasional contract costs nothing. Paid tiers add unlimited use, templates and the sending workflow where you chase a countersignature.
Our note
The three-a-month free allowance is the reason to start here rather than anywhere else, since most people genuinely sign less than that. Upgrade when you find yourself counting, not before.
Proposals and contracts with e-signature built in
PandaDoc is a document builder first and a signature tool second, which is the right order for anybody sending sponsorship proposals rather than just countersigning someone else's paper. Templates, a content library and pricing tables live in the editor. The free plan signs documents but will not build the proposals, and that is the half worth paying for.
Buy DocHub if what you need is filling and signing forms and contracts other people wrote, a few times a month, without a document editor attached. Free covers three uses a month, and Basic lists at $8, a fraction of PandaDoc's seat price.
Buy PandaDoc if you are the one sending sponsorship proposals, with pricing tables and reusable terms rather than a blank PDF. Free covers 60 documents a year and 5 signatures a month, which is real rather than a teaser, and Starter is $19 a seat a month once the proposal building matters more than the signature.

Shaded rows are where the two answers disagree and both listings have answered. A row where one side has not stated a fact is left plain, because silence is not a difference.
