Running the business
Mailercloud is a hosted subscription with 12,000 emails a month free and no setup required, then $10 a month for unlimited sends at the entry band. Sendy is self-hosted software bought once for $69, sending through Amazon SES at roughly $1 to $1.60 per 10,000 emails. For a modest list, Mailercloud's free tier likely covers everything with zero effort. For a large list mailed regularly, Sendy's one-time purchase and near-free SES rate become the cheaper route once a server is set up and maintained.

Twelve thousand free emails every month
Mailercloud gives twelve thousand emails a month on a free plan that needs no card, which is one of the larger permanent allowances in this category. Above it, a single cheap tier lifts the send limit rather than adding features. A separate email API is sold beside the marketing product for anybody who needs transactional sending too. The list-management and reporting tools are ordinary rather than clever, and the free allowance is the reason to be here.
Our note
The free allowance is the reason to look, and it is larger than Mailjet's or MailerLite's on emails a month. Check the contact bands before growing, because the price moves on contacts once you are paying even though the free tier is measured in sends.
Self hosted sending on top of Amazon SES
Sendy is a PHP application you install on your own server, which then sends through Amazon SES at Amazon's rates rather than at a newsletter platform's. You buy the software once. At a list size where a hosted platform starts charging hundreds a month, the arithmetic is what people come for, and the cost is that hosting, deliverability and upgrades are now yours.
Pick Mailercloud if you want a working newsletter tool today with no server to configure, and 12,000 free emails a month is enough for what you send. Nothing needs installing, and the first paid step is $10 a month once that allowance runs out.
Pick Sendy if the list has grown large enough that a hosted platform's bill has become real money, and you are willing to run a server and configure Amazon SES yourself. Sixty nine dollars once is the entire software cost, with SES billed separately at Amazon's own rate, which is where the maths starts to favour Sendy at real scale.

Shaded rows are where the two answers disagree and both listings have answered. A row where one side has not stated a fact is left plain, because silence is not a difference.
Our note
The arithmetic only works above roughly ten thousand subscribers, and below that a hosted platform is cheaper once your time is counted. Check the Amazon SES sending limits before buying, because a new SES account starts in a sandbox that will not send to the public.
