ElevenLabs generates voice: text to speech, cloning and dubbing, from $6 a month once you need a commercial licence. Fliki turns text into a finished video with narration in eighty languages, on credits, from $21 a user billed yearly. One produces audio you place yourself. The other hands back a video.

Voice generation and dubbing you can publish
ElevenLabs clones a voice from a short sample and dubs video into other languages while keeping the delivery. Creators use it for narration, corrections and reaching audiences in other languages. Disclose it, and get permission before cloning anyone else.
Our note
The commercial licence sitting on the paid tier rather than the free one is the thing people miss. If a generated voice is going anywhere public, be on Starter at least, and disclose it.

Text to video in eighty languages, on credits
Fliki turns a script, a blog post or a set of bullet points into a narrated video, and its strength is the voice library rather than the visuals: dozens of languages, cloned voices, and dubbing of a video you already made. Credits cover generation and are pooled per user per year. The free tier is three credits a month, which is a demonstration rather than a workflow.
ElevenLabs is the better voice, and the detail people miss is the licence: the free plan's 10,000 credits a month do not include commercial rights. If a generated voice is going anywhere public, be on Starter at $6 at least, and say that the voice is generated. Get permission before cloning anybody else's.
Fliki is the answer when the output is a video in several languages and you would rather not assemble it. Free is three credits a month, which demonstrates rather than works; Standard at $21 a user covers 2,160 credits a year and 15-minute videos across 80 languages, and Premium at $66 adds 40-minute videos and the API. Pick it over a visuals-first tool when the languages matter, because the voice library is where the money went. If everything you publish is in English, other tools give the visuals more attention for similar money.

Shaded rows are where the two answers disagree and both listings have answered. A row where one side has not stated a fact is left plain, because silence is not a difference.
Our note
Pick this over Pictory or invideo when the languages matter, because the voice library is where the money went. If everything you publish is in English, the others give more attention to the visuals for similar money.
