Running the business
Elementor builds landing pages inside an existing WordPress install, from $5 a month billed annually, though hosting is a separate bill on top of that. Leadpages is a standalone landing page service with A/B testing included on every tier rather than sold as an upgrade, starting at $10 a month for pages, blogs and a custom domain. Elementor is cheaper on the licence alone but assumes WordPress already exists. Leadpages tests what it publishes from the entry tier, which Elementor does not do at all.

Landing pages built inside WordPress
Elementor is a visual builder for WordPress, so the landing page and the site it belongs to are the same installation rather than two subscriptions pointing at each other. Templates, a theme builder and dynamic content come on the cheapest plan. Popups, custom CSS and the ecommerce widgets arrive one tier up. Everything here assumes WordPress is already running somewhere, and the hosting bill is separate from this one.
Our note
Budget for Advanced Solo rather than Essential, because popups and custom CSS are the two things a landing page tends to need and the gap between the tiers is two dollars a month. Remember the hosting is separate: this is a plugin, and the total cost of a WordPress landing page is this plus a host.
Landing pages with the testing built in
Leadpages has been doing conversion pages long enough that the templates are tuned rather than pretty, and A/B testing is included instead of sold as an upgrade. Heatmaps and traffic routing arrive at the higher tiers. The plan ladder is confusing, because two products with separate names share the same pricing page.
Pick Elementor if WordPress is already the plan and the landing pages should live at the same address as the rest of the site indefinitely. Its entry tier is $5 a month billed annually for one site, and Advanced Solo at $7 is worth the extra two dollars for popups and custom CSS. There is no A/B testing here; conversion tuning is not part of what this plugin does.
Pick Leadpages if paid traffic is running to the page and a two-point lift in conversion is worth real money, since A/B testing is included from Starter at $10 a month rather than sold separately. Unlimited traffic on every plan means no overage bill when a page does better than expected. Heatmaps and traffic routing arrive on the optimisation tiers from $99, well past Elementor's entire price range.

Shaded rows are where the two answers disagree and both listings have answered. A row where one side has not stated a fact is left plain, because silence is not a difference.
