Open source design you can host yourself
Penpot does the job Figma does and is open source, which matters if you would rather keep design files on a server you control than on somebody else's. The free plan is fully featured rather than crippled, and paying mostly buys storage, version history and a bill that stops rising past a point. Files are standards-based, so what comes out is SVG and CSS rather than a format only one company reads.
Our note
The capped bill is the quietly good part of this: it removes the sting from adding the ninth person to a team. Take it seriously if you are choosing tools for an organisation that cares about lock-in, and stay on Figma if you just need to draw a thumbnail.
Static graphics and short animations together
PixTeller makes the small visual assets a channel gets through in a week: cover art, quote cards, banners, and short animations built from the same design rather than in a separate tool. Templates and a large photo library carry most of the work, and anything static can be given motion without leaving the editor. It is aimed squarely at people producing volume rather than at anybody chasing a particular look.

The animation is the reason to pick this over the many static graphic editors at the same price, so if you only need still images the free tiers elsewhere are broader. At $9 a month it is cheap enough that the decision usually comes down to whether the template library suits your subject matter.
