Brevo is built for a marketer: an editor, templates and campaigns, priced by sends, with a free plan before Starter at $9 a month. Resend is built for a developer: an API a programmer can wire up in an afternoon, with a free tier of 3,000 emails a month and Pro at $20, and no drag-and-drop builder at all. Both send transactional and marketing mail from one account, but only one of them expects you to write code to use it.

Email, SMS and automation on one free plan
Brevo, formerly Sendinblue, prices by messages sent rather than by contacts stored, which is the cheaper shape for anybody with a big list they mail rarely. Email, SMS and WhatsApp sit in one place. The editor and templates are plainer than the newsletter-first tools.
Our note
This is the one to pick when the list is big and quiet. If you mail weekly, the send-based pricing stops being a saving and a newsletter-first tool will serve the writing better.

Email for developers, with broadcasts attached
Resend sends transactional email through an API that a developer can wire up in an afternoon, and it has grown a broadcast side so a product's receipts and its newsletter come from the same domain and the same reputation. The free tier covers 3,000 emails a month, which is enough for a small product's transactional traffic. Automation runs are metered separately with their own free allowance. Anybody wanting a drag-and-drop campaign builder and a marketer's dashboard is in the wrong place.
Pick Resend if a developer is shipping a product and wants transactional email now with a newsletter later, sharing one sending domain and one reputation rather than running two vendors. The free tier covers 3,000 emails a month, and Pro is $20, but there is no campaign editor here: a writer with a list and no codebase is the wrong audience for this tool.
Pick Brevo if there is no developer involved, or a marketer needs to build and send a campaign without writing code. It costs less to start, $9 a month against Resend's $20, and the editor and templates, plain as they are, are the whole point of choosing it over an API-first tool.

Our note
Choose this when the same team owns the code and the newsletter, because keeping both on one sending domain is worth more than any feature either side offers. If nobody on the project writes code, this is the wrong tool no matter how good the pricing looks.
